Update: For Gallifrey
Things are going to start to change as something big is trying to push its way through the Rifts. And much like the ripples in a pond it will spread through Time and Space with our Time Sensitive individuals feeling the effects across the universe and even the multiverse in some cases.
What this means, is individuals like The Doctor, Master, other Time Lords and perhaps even River(?) might feel something like a tension headache. There's of course creatures out there that are equally sensitive to this. There will be plenty of Weevils coming out from every possible dark place, they will be aggressive and there will be a big spike in attacks.
The Rift will also become more active with a chance of something much larger and dangerous being pushed through.
