Shattered rift plot

For a moment that stretches an eternity, perceived by those aware of the flow of time as a moment in the morning of January 13th, 2011, a great force impacts reality, rocking it more greatly than ever before. Metacrises feel this impact most acutely, and most may even collapse in pain from the sheer power of the shock wave. Within a mile of any rift, all windows shatter as the impact reaches them...
And a cacophony of sound crashes through the minds of every living Time Lord. That doesn't end.
Somewhere in the distance, Gallifrey has returned.
But something is wrong. The ghosts have become more solid, able to be spoken to and interacted with, but not touched. Those who know how and can manage to approach Gallifrey may approach the planet...but the planet seems insubstantial, and the Time Lords that walk on it cannot be communicated with...only heard. If they notice those listening in, they give no indication of it. Perhaps they disapprove of how many of the same voice now echo through the universe.
When the Metacrises have regained the strength in their legs, they may find that they can wander further than before, now to forty feet from their other half. The rifts, however, have splintered, cracked and grown as if something too large has attempted to shove through them. From time to time, the splintering of the rift may splinter further, and the Metacrises will suffer spasms of pain from any time they do.
